Scott J. Ross, President
For more than 40 years, Scott has managed many aspects of the real estate profession, including architecture, city planning, urban design, finance, construction, development and ownership.
Prior to establishing ROSS Development & Investment in 1983, he was a Senior Officer of Donohoe Construction Co., Inc. and Sigal Construction/Sigal Development and an Associate Development Director for The Rouse Company. His responsibilities have included the sourcing, acquisition, development, construction, financing and management of over 20,000 apartment and townhouse properties, and more than 1,000,000 square feet of office and hotel properties. He was an officer of Maryland National Bank in its real estate lending division and a corporate officer for both secured and unsecured lending activities, totaling over a billion dollars of debt issuances.
His education includes a Bachelor of Architecture Degree from Pratt Institute, a Master's Degree in City Planning and Urban Planning from the Harvard University Graduate School of Design and a Master's Degree in Business Administration from Johns Hopkins University.
Scott has completed other real estate course work and has been an instructor in real estate-related subjects. He is also a member of the Urban Land Institute and a past president of the Washington Real Estate Group.
Sam DiFrank, Vice President of Acquisitions
Sam is responsible for sourcing, underwriting and evaluating multifamily real estate investments for the company, as well as debt and equity for these acquisitions.
He has been involved in real estate finance, acquisitions and asset management since 1987. Prior to joining RDI in 2006, he spent 10 years as a commercial real estate lender, having worked on transactions ranging in size from $2 million to over $500 million. As a Vice President at Wells Fargo Bank, Sam focused on the origination of shorter-term commercial real estate development loans. As a Director at Babson Capital (MassMutual Life Insurance Company), he originated long-term commercial mortgages. Prior to 1997, Mr. DiFrank’s career included Controller of Washington Real Estate Investment Trust of Rockville, Maryland, Group Controller with First Union National Bank of McLean, Virginia and management consulting for real estate and corporate finance clients.
Sam has a Bachelor of Science in Finance from Bowling Green State University and a Master of Science in Real Estate Finance from Johns Hopkins University. He is a Certified Public Accountant in the Commonwealth of Virginia.
